Caramel Butter Bars (Slightly Adapted from Salted Caramel Butter Bars*)

29% chocolate? Sorry, this recipe has no chocolate...but the good news is that it has lots of the next best thing...caramel! It also is oh so buttery! I have yet to meet someone who does not like these brownies. They are always one of the first to go. So tie on your apron and lets get started!
Ingredients:
Dough:
2 c. butter, softened
1 c. white sugar
1 1/2 c. icing sugar
1 Tbsp. vanilla
4 c. flour
Filling:
40-50 caramels 
1/3 c. whipping cream or milk
1/2 tsp. vanilla

Preheat oven to 325 F. Line a 9 X 13 pan with parchment paper. 
In a mixer cream butter and sugars. Beat until fluffy. Add vanilla and beat until combined. Mix in flour and beat until a soft dough forms. 
Press half the dough into the prepared 9 X 13. Refrigerate remaining half of dough.
 Bake for 15 minutes. 
Prepare the caramels. put the caramels in a microwave safe bowl. 
Add the cream and vanilla, and microwave for 1 minute. Remove from microwave and stir until smooth. If caramels are not completely melted, microwave at 20 second intervals,  stirring after each interval, until smooth. 
Remove the crust from oven. Pour caramel filling over the cooked crust. Do your best to pour it evenly over the crust as it is very difficult to spread. 
Remove the remaining dough from fridge and crumble evenly over the caramel. 
Return the pan to the oven and bake until filling is bubbly and the topping is firm and golden brown (about 25 - 30 minutes.) 
Cool completely before cutting into squares.
